The Handbook of Comprehensive Cybersecurity Governance is an interdisciplinary manuscript that brings together information and communication technologies, political science, and security and strategic studies to explore the role of cybersecurity in modern politics and statehood. The handbook conceptualises cyberspace and cybersecurity as socio-political phenomena deeply entrenched in contemporary society and culture. The central theme of the handbook is comprehensive cybersecurity – an emerging approach to safeguarding digitalised societies in the 21st century, derived from comprehensive defence and characterised by systemic yet flexible cooperation of the public sector, private sector, academia, and individual citizens towards the shared objective of living in a securely digitalised world. In ten chapters, the handbook explores various interconnected themes in national cybersecurity governance. Chapters 1 to 3 conceptualise the technical and societal merits of cyberspace, cybersecurity, and cybersecurity governance, establishing the conceptual framework of fundamental notions utilised thereafter and, ultimately, conceptualising comprehensive cybersecurity governance. Chapters 4 and 5 of the handbook underscore and illustrate the importance of a rights-based, anthropocentric approach to cybersecurity governance and argue that a comprehensive posture is best suited to achieve these objectives. Chapters 6 to 9 focus on the intersection of cyberspace and national security, highlighting the role of national cybersecurity regulation and illustrating the advantages of a comprehensive cybersecurity posture. The final chapter threads the ideas of the handbook together into a framework capable of guiding a state’s national comprehensive cybersecurity posture. Deliberately theoretical, tech-agnostic, and anthropocentric, the proposed framework is scalable and comes to life in sequenced implementation, rather than constituting a set of binary standards that a state either meets or fails to meet. As a balanced combination of interdisciplinary theory and practical case studies, the Handbook of Comprehensive Cybersecurity Governance will be of interest to policy- and lawmakers, cybersecurity practitioners, technological firms and inventors, political scientists, policy enthusiasts, and, no less importantly, interested individuals. The handbook and its individual chapters can also serve as teaching materials to boost cybersecurity awareness and digital literacy through formal and informal educational initiatives.
