This book is published in honour of Johan P. Olsen on the occasion of his sixtieth birthday, August 14, 1999. It deals with the topics to which he has devoted most of his professional effort: the ways that institutions, and particularly political institutions, work and should work, and the processes through which they are organized and reorganized.
