This is the fifth in a series on the spread of nuclear weapons. Through these reports, the Endowment seeks to increase public awareness of the fact and the danger of nuclear proliferation and to stimulate greater attention to this vital issue by policy makers, the media, and the scholarly community. The series was initiated with the publication of
